Governor Ododo Sets Up Committee on Security in Omala Local Government

Kogi State Governor, Alhaji Usman Ahmed Ododo on Sunday announced the setting up of a Committee to advise the state government on how best to restore the safety and security of lives and property in Omala Local Government Area of the state in the wake of recent invasion by Fulani herdsmen.

Ododo who made the announcement when he received a delegation of critical stakeholders from the local government in Abuja, appointed the state’s Commissioner for Local Government and Chiefancy Affairs, Barrister Mahmud Deedat Ozigis to chair the committee that will include representatives from all the districts in the local government, security agencies and all relevant individuals.

According to the governor, the state government is committed to protecting the lives and property of all Kogites and therefore has zero tolerance for the activities of bandits and other criminal elements.

He commended the people of Omala Local Government for taking the initiative to meet and make recommendations on the way forward, promising that the matter will be treated as a matter of urgency.

Ododo solicited the cooperation and support of the generality of Kogites to enable him implement his people-centred programmes, noting that the era of politicking has ended, giving way to the era governance.

Presenting the reports to the governor, the Lawmaker representing the Omala Constituency in the State House of Assembly, Umar Yahaya thanked the Governor for the special interest in the affairs of the local government, especially the security challenges faced by the people which led to his directive to convene the stakeholders meeting.

He also lauded the governor over the appointment of indigenes of Omala to serve in his cabinet, pointing out that he has thus far shown that his heart and love for Omala LGA was obviously transparent.

He pointed out that the good gestures will remain indelible in the minds of the people of Omala LGA, and assured that those appointed will justify the confidence reposed on them.

Highlight of the event was the presentation of the Communique issued by the Omala Local Government stakeholders after their meeting in Lokoja and the report of the Committee of traditional rulers set up by His Majesty, the Attah Igala on the Bagana Crisis.

COMMUNIQUE ISSUED AT THE END OF THE OMALA STAKEHOLDERS MEETING HELD IN LOKOJA THURSDAY, 29TH FEBRUARY, 2024.

(Presented to the Governor in Abuja on Sunday 3rd March, 2024)

 

  • Stakeholders resolved, among other things, to commend His Excellency for his concern over the security situation in Omala Local Government Area and taking immediate action to restore the trust and security of our people

 

  • That, although we recognise the rights of everyone, including the herdsmen, to the freedom of movement, the purported agreement entered into with the Fulani herdsmen, on the basis of which they have continued to troup into the local government, with the attendant killing of our people and destruction of farm products, was done without adequate consultation and therefore, does not represent the position of the people

 

  • That the Caretaker Chairman, using the same communication channels already established by him, should immediately withdraw the ‘Code of Conduct’ issued to the said Fulani herdsmen, especially given that the planting season is upon us and our farmers need to cultivate their lands, and this will not be possible with the presence of the herdsmen who have developed a penchant for destroying and feeding on our farm products
  • That an appeal be made to His Excellency, the Executive Governor to facilitate the establishment of a military base (Navy and Army) at Bagana to forestall the activities of criminal elements who have turned a portion of Kogi State into a battle ground for selfish interests.

 

  • That an appeal be made to His Excellency to also consider the implementation of the report of a Committee of traditional rulers set up by His Majesty, the Attah Igala on the Bagana issue. This, we believe, can bring lasting solutions to the conflicts that have rendered the commercial centre inhabitable by the indigenous people.
  • That the people of Omala Local Government Area should continue to remain law-abiding, as we have always been, and to assure the government of Kogi State of our unalloyed loyalty and support at all times.

However, most parts of Nigeria have, over time, suffered from significant infrastructure deficits that have hindered their development potentials. The North Central region of the country, comprising states such as Benue, Kogi, Kwara, Nasarawa, Niger, and Plateau, as well as the Federal Capital Territory (FCT), like other regions, faces challenges in transportation, energy, water supply, healthcare, and education infrastructure. To tackle these challenges, the establishment of the North Central Development Commission (NCDC) is crucial. This essay examines the role the NCDC can play in addressing infrastructure deficits in the North Central region, its potential impact, and the challenges it may face in achieving its mandate.

Current State of Infrastructure Deficits in North Central Nigeria

The North Central region of Nigeria is heavily endowed with vast natural resources and agricultural potential, which, ordinarily, should serve as catalysts for economic growth. However, it faces severe infrastructure challenges that hinder that bellies’ God-given resources. Some of the key deficits include:

5. Educational Infrastructure Challenges – Schools in the region are often underfunded, with inadequate classrooms, teachers, and learning materials, limiting educational opportunities for young people.

The Role of the North Central Development Commission (NCDC)

The North Central Development Commission (NCDC), recently established by the Tinubu administration, is expected to serve as a special intervention agency aimed at addressing these pressing infrastructure needs of the region. Modelled after the Niger Delta Development Commission (NDDC), the North East Development Commission (NEDC), and other similar regional development commissions, the NCDC is expected to focus on the following key areas:

1. Improving Transportation and Road Networks

The commission can invest in the construction and rehabilitation of major roads, bridges, and railways to enhance connectivity within and outside the region. Prioritizing major highways and rural access roads will facilitate economic growth and boost commerce.

2. Enhancing Energy Supply

By partnering with power sector stakeholders, the NCDC can develop projects that expand electricity distribution, support renewable energy initiatives, and optimize the hydroelectric potential of the region. Special emphasis should be placed on rural electrification to support small businesses and industries.

3. Developing Healthcare Infrastructure

The commission can improve healthcare services by building and upgrading hospitals, equipping medical centres, and providing modern medical facilities. Additionally, it can facilitate the training and recruitment of healthcare professionals to bridge the gap in medical services.

4. Boosting Water Supply and Sanitation

Water projects, including borehole drilling, dam construction, and water treatment plants, can be undertaken by the NCDC to ensure access to clean and safe drinking water. Improved sanitation facilities will also help reduce the spread of waterborne diseases.

Corruption and Mismanagement: To prevent misappropriation of funds, transparency and accountability mechanisms must be put in place. Adequate monitoring and control of projects need to be established.

Political Interference: The commission should be, as much as humanly possible, insulated from political influence to ensure its programs are implemented effectively. This is a big call, as political office holders will be interested in projects, needed or not, to their constituencies. The same goes for appointments.

Funding Constraints: Adequate budgetary allocations and alternative funding sources, such as public-private partnerships (PPPs), should be explored. The Act establishing the commission has tried to address this by properly identifying sources of funding for the NCDC and similar organisations.

Bureaucratic Bottlenecks: Streamlining administrative processes will enhance efficiency and timely execution of projects. As much as possible, technocrats with administrative capacities should be identified to run the critical departments to ensure strict adherence to rules.

Conclusion

The North Central Development Commission (NCDC), as envisaged by the Establishment Act, presents a viable solution to addressing the region’s infrastructure deficits.
